The Hebrew scripture is from the Bible, Proverbs (MiShLe) chapter 11 verse 14:[1]
in niqqud"בְּאֵין תַּחְבֻּלוֹת, יִפָּל-עָם; וּתְשׁוּעָה, בְּרֹב יוֹעֵץ"
or in unpointed Hebrew"באין תחבלות, יפל-עם; ותשועה, ברב יועץ"
English translation "Where no counsel is, the people fall, but in the multitude of counselors there is safety."
It is a statute, regulation, Knesset protocol or judicial decisions of the courts or of any other government entities having judicial authority according to law and therefore ineligible for copyright protection according to §6 of the 2007 statute; OR
It was created more than 50 years ago (i.e. before 1 January 1976), and the State's copyright has therefore expired according to §§42–43 of the 2007 statute PROVIDING THAT
The State of Israel was the first owner of copyrights on this work; AND
