நிப்பூர் நகரம் தனது சொந்த அரசியல் மேலாதிக்கத்தை என்றும் பேணியதில்லை. ஆனால் [[ஊர் (மெசொப்பொத்தேமியா)|ஊர்]], [[பாபிலோன்]], [[ஈலம்]] போன்ற மற்ற நகர ஆட்சியாளர்களின் ஆதிக்கத்தை ஏற்றுக்கொண்டது. நிப்பூர் நகரம் ''என்லில்'' கடவுளின் கோயில் அமைந்திருந்ததால் புனித நகரமாக விளங்கியது.

கிமு 8ம் நூற்றாண்டில் நிப்பூர் நகரத்தை ஆட்சி செய்த [[புது அசிரியப் பேரரசு|புது அசிரியப் பேரரசர்]] ''இரண்டாம் சர்கோன்'' காலத்திய கல்வெட்டுகள் கிடைக்கப்பெற்றுள்ளது.

புது அசிரியப் பேரரசின் வீழ்ச்சிக்குப் பின் [[செலூக்கியப் பேரரசு]] ஆட்சிக்காலத்தில் நிப்பூர் நகரத்தின் என்லில் தெய்வத்திற்கான கோயில், கோடையாக மாற்றபட்டது.

பின்னர் நிப்பூர் கோட்டைகளை கிமு 250ல் [[பார்த்தியப் பேரரசு|பார்தியர்கள்]] சீரமைத்தனர். [[சசானியப் பேரரசு]] காலத்தில் நிப்பூர் நகரம் பாழடைந்து, சிறு கிராமமாக நிப்பூர் நகரம் காட்சியளித்தது.
